The science and the technology have an increasing importance since we live in a society of the knowledge and because the only way of facing the competition coming from the countries whose costs of manufacture are low consists of investing in investigation - development - innovation, for preparing and later commercializing new products, services and processes. The companies, the administrations and, more and more, the citizens have realized this need. In this context, the target of this article is to know the social perceptions of the science and of the technology in the French Basque Country. More precisely, he wants to know: 1) what interest do the citizens show about the science and the technology, 2) which are their representations of the scientists, 3) which are the perspectives of development of the science and of the technolgy in the French Basque Country, 4) which is their evaluation of the scientific and technological activities, and 5) how they perceive the scientific communication. To answer these questions, individual interviews and groups of discussion have been organized assembling representative persons of the population of this territory, especially bearing in mind the variables of age, level of studies and profession.

Assuming methodologically that there is something to be understood under the term "art" I try to discuss first the idea that art is a kind of language. There is no identity among them. People urged to understand the artistic phenomenon use as explanation the linguistic model, with a sort of an inferiority feeling. I call that the "linguistic complex" of art. Then, I go to see which could be the elements for an adequate concept of language use today and after that I make a comparison with the idea of art. At the end of the paper, I ask about the possibility of meaning within the works of art and, if there is not, how can we adequately understand that human activity.
