Lan honek, inguru akademiko, mugimendu sozial, eta orokorrean, mendebaldeko gizartearen imaginario kolektiboan gero eta presentzia handiagoa lortu duen pobrezia energetikoaren gaiari hurbilketa bat egitea izan du helburu. Analisi honek, bi atal bereizi aurkezten ditu. Lehenengoan, fenomenoaren hurbilketa kontzeptual bat eginez, pobrezia energetikoaren literaturaren baitan aurkitu litezkeen bi joera teoriko nagusiak aurkezten dira, «ikuspegi dikotomikoa" eta «energia zerbitzuen ikuspegia" hurrenez hurren. Horrekin batera, kontzeptualizazio ariketa aberasteko asmoz, pobrezia energetiko eta pobrezia orokorraren arteko erlazioa aztertu da. Biak era bateratuan edo era bereizian aztertzearen egokitasuna, erabiltzen den pobrezia definizioaren araberakoa dela ondorioztatuz. Bigarren atalean, bestalde, pobrezia energetikoaren eta Ekonomia Sozial eta Solidarioaren artean egon daitezkeen lotura edota bidegurutze posibleak aztertu dira. Azken honen baitan, hiru fronte nagusitan paper garrantzitsua lukete erakunde hauek, hala nola, identifikazioan, energia horniketan eta interbentzioan.; The following paper intends to make an approach to energy poverty. In recent years, this issue has gradually drawn the attention of the academic world and social movements alike, becoming an urgent problem to solve in western societies. The analysis is split in two parts. On the first part, carrying out a conceptual approach of the issue at hand, the two main theoretical streams present in the literature of energy poverty are introduced, namely, «the dichotomic perspective" and «the energy services perspective". Furthermore, enriching this conceptualization exercise, the relation between energy poverty and poverty in general has been assessed, coming to the conclusion that the pertinence of whether to carry out a joint or a separate analysis boils down to the definition of poverty. On the second part, the associations and relationships that could exist between energy poverty and the Social and Solidarity Economy have been examined, coming up with two potential bonds between them. Firstly, the capability of the organizations of the Social and Solidarity Economy to raise awareness about the consequences of energy poverty. Secondly, their capability to implement measures, strategies and actions to mitigate energy poverty. In this later field of action, these organizations could have a distinguished role concerning identification, energy supply and intervention.

The cooperative housing movement is experiencing a landmark moment in the Autonomous Community of the Basque Country, a situation prompted not only by its resurgence in quantitative terms following the confirmation of the beginnings of the economic recovery and the mobilisation of the housing market, but also by the strong level of backing by public authorities with regard to new models such as collective ownership, in addition to the overhaul of the current cooperatives law which guarantees success based on essential values of the cooperative moment such as democracy and participation.This article seeks to analyse the current situation of the housing cooperative moment in the Basque Country, from its historical origins up to the current review of its legal framework.; El cooperativismo de vivienda está en un momento decisivo en la Comunidad Autónoma del País Vasco motivado, además de por su recuperación en términos cuantitativos una vez constatado el inicio de la recuperación económica y de la activación del mercado inmobiliario, por la definitiva apuesta de los poderes públicos en relación a los nuevos modelos como el de la cesión de uso, y por la reforma de la vigente ley de cooperativas que garantice su eficacia desde los valores esenciales del cooperativismo como son la democracia y la participación.Pretende este artículo analizar el estado de situación actual del cooperativismo de vivienda en el País Vasco desde sus antecedentes históricos hasta la actual reforma de su marco legal.

The Basque economy and business fabric in the territory are facing a context rife with huge transformations, characterised by the dawn of emerging economies and the focus of high-technology industry and regional innovation systems on advanced economies. Using different statistical sources, this article analyses the contribution made by cooperatives on this stage compared to the rest of company models. The analysis identifies the important role of cooperatives, not only as far as their resilience is concerned, but also how they co-lead the transition process for the Basque economy toward a sustainable development model, built on the foundation of an innovative, technologically advanced industrial fabric.; La economía vasca y el tejido empresarial del territorio enfrentan un contexto de grandes transformaciones caracterizado por la eclosión de las economías emergentes y por la apuesta de las economías avanzadas por la industria de alta tecnología y los sistemas regionales de innovación. En el presente artículo, utilizando diversas fuentes estadísticas, se analiza la contribución que en este escenario realizan las cooperativas en relación al resto de modelos de empresa. El análisis identifica el importante rol que asumen las cooperativas no solo en cuanto a su capacidad de resiliencia sino también en cuanto a coliderar el proceso de transición de la economía vasca hacia un modelo de desarrollo sostenido sobre la base de un tejido industrial innovador y tecnológicamente avanzado.

Etxebizitza, ondasun berezia eta konplexua da inondik ere. Ondasun ekonomikoa izateaz gain, (kontsumo eta inbertsio ondasuna, alegia) edozein gizabanakorentzat oinarri-oinarrizko beharrizana da, edozein gizabanako eta familiaren bizitza garatzeko ezinbesteko baldintza. Etxebizitza, gainera, oinarrizko eskubidea ere bada nonnahi, giza-eskubidea eta eskubide soziala da aldi berean han hemengo arautegi eta legedietan.Bestalde, etxebizitza, puzzle zabalago eta konplexuago bateko pieza da, gure herri eta hiriak osatzen dituen osagai nagusietakoa izaki. Ez dago etxebizitzarik hiririk gabe, ezta hiririk etxebizitzarik gabe (Muxi, Z, 2012: 151). Hirien antolamendua eta espazioa ez dira neutroak, eta ingurugiro ardatzetik, zein klabe sozialetik eta generotik ondo aztertu beharreko arloak dira.; Housing is a special, yet complex, commodity. Apart from being an economic good (i.e. a consumer and capital good), it is also a basic need for any person, and is an essential condition to be able to develop any person or family's life. Housing is also a fundamental right everywhere; it is both a human right and a social right embedded in the rules and laws of many places.Furthermore, housing is a piece of a much broader and more complex puzzle, as it is one of the main elements that make up our towns and cities. There is no housing without a city, no city without housing (Muxi, Z, 2012: 151). In fact, the network of housing that surrounds us is closely linked to a number of factors: the evolution of our economic model, developments in spatial planning and the policies carried out by public authorities, among others.For all these reasons, the right to housing must be understood as an essential prior condition to ensure many other social rights are respected (health, education, etc.). In particular, the right to the city must be respected, as a growing percentage of the global population now live in cities. City planning and space are not neutral, and they represent areas to be carefully studied both from an environmental perspective and from social and gender viewpoints.
