Aparcamiento disuasorio en el barrio de La Peña - Abusu, Bilbao (Bizkaia)

Abstract

La evolución que se ha llevado a cabo en la Villa de Bilbao durante las últimas décadas ha traído consigo una transformación del entorno, pasando de estar orientada hacia la industria a estarlo hacia el sector servicios. Ello ha generado una mayor movilidad que ha influido en toda la ciudad.

En la actualidad, existe una cierta saturación de vehículos en los barrios más poblados y concurridos; provocando una dificultad a la hora de encontrar un estacionamiento. Gracias al servicio de regulación de aparcamiento, se intenta aliviar dicho inconveniente, no obstante, esto no llega a ser suficiente. Además, el implantar la OTA en gran parte de la ciudad, ha ocasionado que se utilicen los barrios periféricos, como disuasorios de aparcamientos.

Un ejemplo de esta situación es el barrio de La Peña, situado en el distrito Ibaiondo, el cual tiene determinadas zonas destinadas al aparcamiento. Sin embargo, se ve colapsado por la ingente demanda que se ha generado desde el 2014 cuando se implantó la OTA en sus zonas colindantes.

Por este motivo se propone la construcción de un aparcamiento disuasorio, del cual se estudiará su viabilidad en los documentos adjuntos; y que tiene como fin satisfacer la demanda en el barrio de La Peña – Abusu.

Gaur egun, auzo jendetsuenetan, ibilgailuen presentzia asko nabarmentzen da, eta horrek dakarren gauza bakarra apartzerako orduan arazoak izatea da. Aparkalekuei buruzko arauketari esker, eragozpen hori pixkanaka – pixkanaka konpontzen goaz, hala ere, hau ez da nahikoa. Egoera honen adibide argi bat Abusu auzoa da, Ibaiondo izeneko distrituan kokatuta. Auzo honek zenbait gune ditu autoek aparka dezaten, halere, sarritan kolapsaturik aurki ditzakegu zona hauek 2014 urtetik dagoen eskaera kantitate izugarriagatik. Honen kausa urte honetan ezarritako TAO-a da.

Arrazoi honengatik zenbait disuasio-aparkalekuren eraikuntza proposatu da. Erantsitako agirietan proiektu honen bidegarritasuna aztertzen da, eta txosten hauek Abusu auzoko eskaera asetzea dute helburu.

The evolution that has been carried out in the Villa of Bilbao during the last decades has brought about a transformation of the environment, shifting from being oriented towards industry to being so to the service sector. This has generated a greater mobility that has influenced the whole city.

Currently, there is a certain saturation of vehicles in the most populated and crowded neighbourhoods; making it difficult when it comes to finding a parking place. Thanks to the parking regulation service, there is an attempt to alleviate the aforementioned issue. However, this does not seem to be enough. Moreover, the fact of introducing the OTA (parking regulation ordinance) in most of the city has derived in the use of peripheral neighbourhoods as parking deterrents.

An example of this situation is the neighbourhood of La Peña, located in district Ibaiondo, which has certain areas devoted to parking. Nevertheless, it is collapsed by the huge demand generated since 2014, when the OTA was introduced in its adjoining areas.

For this reason, the building of a deterrent parking is suggested, whose viability will be looked into in the attached documents; and that aims to meet the demand in the neighbourhood of La Peña – Abusu.
