Delicuencia de menores: la red institucional

Abstract

[ES]El objeto del trabajo ha sido tratar de responder a ciertas cuestiones sobre los menores y la delincuencia, así como de reunir a la mayoría de las instituciones que tienen relación con la Justicia Juvenil en el País Vasco. Realizando una secuencia temporal de reflexión se han abordado, mediante hipótesis, investigación, marcos normativos y entrevistas, los siguientes apartados; la importancia de la Justicia Juvenil, la reincidencia delictiva en los menores, las causas de la delincuencia juvenil, el sistema policial y la pertinencia de la creación de una unidad específica de menores en la Ertzaintza, el sistema judicial y el sistema de servicios sociales, con las medidas existentes y la forma de ejecución.

[EU]Lanaren helburua adingabeei eta delinkuentziari buruzko zenbait gairi erantzuten saiatzea izan da, baita Euskal Autonomia Erkidegoan gazte-justiziarekin zerikusia duten erakunde gehienak biltzea ere. Hausnarketarako denbora-sekuentzia bat eginez, hipotesi, ikerketa, arauak eta elkarrizketak, hurrengo atalak: gazte-justiziaren garrantzia, adingabeen delitu-berrerortzea, gazte-delinkuentziaren arrazoiak, polizia-sistema eta Ertzaintzan adingabeen unitate espezifiko bat sortzearen egokitasuna, sistema judiziala eta gizarte-zerbitzuen sistema, dauden neurriekin eta betearazteko moduarekin.

[EN]The purpose of the work has been to try to answer certain questions about minors and crime, as well as to bring together most of the institutions that are related to Juvenile Justice in the Basque Country. Carrying out a temporal sequence of reflection, the following sections have been approached, through hypotheses, research, normative frameworks and interviews; the importance of Juvenile Justice, criminal recidivism in minors, the causes of juvenile delinquency, the police system and the relevance of the creation of a specific unit for minors in the Ertzaintza, the judicial system and the social services system, with the existing measures and the way of execution
