La Conferencia sobre el Futuro de Europa: un análisis desde la crisis del factor democrático

Abstract

[ES] El objetivo fundamental de este Trabajo de Fin de Grado es analizar la reciente propuesta de mejora de la participación ciudadana en el orden jurídico europeo, la Conferencia sobre el Futuro de Europa, desde la perspectiva de sus aportaciones para el refuerzo del factor democrático en la Unión. Para ello, partiremos de un breve análisis sobre el concepto de democracia en el marco de los derechos internos, con especial referencia a la evolución del factor democrático en las distintas formas de Estados, liberal y social. A continuación, pondremos de relieve algunas de las carencias que se subrayan por la academia europea a propósito de la democracia en la Unión, en concreto, el denominado déficit democrático del proyecto de integración..Paralelamente,contextualizaremosla Conferencia en el marco del programa político de la Comisión de la IX Legislatura, y señalaremos su composición orgánica y procedimental. Finalmente, valoraremos el alcance real de la Conferencia para la afección ciudadana al proyecto desde la dinámica del impulso democrático

Horretarako, barne-eskubideen esparruko demokraziaren kontzeptuari buruzko azterketa labur bat egingo dugu, bereziki aipatuz faktore demokratikoak estatu mota guztietan izan duen bilakaera, liberala eta soziala. Jarraian, Europako akademiak Batasuneko demokraziaren inguruan nabarmentzen dituen gabezietako batzuk nabarmenduko ditugu, zehazki, integrazio-proiektuaren defizit demokratikoa deritzona. Aldi berean, Konferentzia IX. Legegintzaldiko Batzordearen programa politikoaren testuinguruan kokatuko dugu, eta haren osaera organikoa eta prozedurazkoa adieraziko ditugu. [EN] The main objective of this Final Degree Project is to analyze the recent proposal to improve citizen participation in the European legal order, the Conference on the Future of Europe, from the perspective of its contributions to the strengthening of the democratic factor in the Union. To this end, we will start with a brief analysis of the concept of democracy within the framework of internal rights, with particular reference to the evolution of the democratic factor in the various forms of States, liberal and social. Next, we will highlight some of the shortcomings highlighted by the European academy with regard to democracy in the Union, in particular the so-called democratic deficit of the integration project. At the same time, we will contextualize the Conference within the framework of the political programme of the Commission of the 9th Legislature, and we will indicate its organic and procedural composition. Finally, we will evaluate the real scope of the Conference for the citizen's affection to the project from the dynamic of the democratic impulse.
