El acuerdo preferencial de España con la CEE (1970) evaluado por la administración norteamericana

Abstract

This paper analyses the debate within the Nixon Administration about the negotiations between Spain and the EEC for the signing of a preferential agreement in 1970. For the Economic Departments the agreement could have serious consequences for the U.S. economy as it would set a precedent for the Common Market relationships with third parties. On the other hand, the Francoist Regime linked the issue to the renewal of the Spain-U.S. agreements. In the end, Henry A. Kissinger performance, acting as National Security Advisor, was crucial as he made the political matters prevail over the economic interests of the superpower.; El artículo analiza el debate que se produjo en el seno de la Administración Nixon en torno a la firma de España de un acuerdo preferencial con la CEE en 1970. Para los departamentos económicos su firma podría traer graves consecuencias para la economía norteamericana al sentar un peligroso precedente en las relaciones entre el Mercado Común con terceros países. Por su parte, el Régimen franquista ligó el asunto a la renovación del acuerdo bilateral con Estados Unidos. Finalmente, Henry A. Kissinger, en su papel de asesor presidencial, hizo prevalecer las cuestiones políticas sobre los intereses económicos de la superpotencia.
