‘Exposición de motivos': disidencias desde el sistema

Abstract

Can a dissident artistic intervention influence institutional policies regarding the management of cultural heritage? We contemplate the hypothesis that not only is critical dissent possible through art from within the system, but that this dissent can influence social and political change in the protection and management of industrial heritage. The work ‘Exposición de motivos’ is a case study, consisting of 15 artistic interventions on industrial Cultural Heritage (CH), with the aim of making visible the breach of Law 7/90 by the owners and the different responsible administrations; influencing a change in the dynamics of cultural heritage management to preserve both the buildings and the landscape and the memory of industrialization in the Basque Country. The methodology includes the analysis of these CHs and the creation of artistic interventions. The contributions are (1) updating of the industrial CH files; (2) analysis of the non-application of Law 7/90 in each specific case; and (3) 15 artistic interventions.; ¿Puede una intervención artística disidente influir en las políticas institucionales referidas a la gestión del patrimonio cultural? Contemplamos la hipótesis de que la disidencia crítica mediante el arte desde dentro del sistema, puede influir en un cambio social y político en la protección y gestión del patrimonio industrial. La obra ‘Exposición de motivos’ es un caso de estudio, consistente en 15 intervenciones artísticas sobre Bienes Culturales (BBCC1 ) industriales, con el objetivo de visibilizar el incumplimiento de la Ley 7/90 por parte de los propietarios y las administraciones responsables; influenciando un cambio de dinámica en la gestión del patrimonio cultural para preservar tanto los edificios como el paisaje y la memoria de la industrialización en el País Vasco. La metodología incluye el análisis de estos BBCC y la creación de intervenciones artísticas. Las aportaciones son (1) actualización de los ficheros de los BBCC industriales; (2) análisis de la no aplicación de la Ley 7/90 en cada caso concreto; y (3) 15 intervenciones artísticas.
